PHNOM PENH - A senior official said local authorities were involved in a train-looting conspiracy with the Khmer Rouge guerrillas who are holding three Westerners hostage in southern Cambodia. Veng Sereivut, Cabinet chief of First Premier Prince Norodom Ranariddh, said the Prince had told authorities that district officials in the southern province of Kampot had joined forces with the Khmer Rouge.
