London - Amnesty International said Kuwait's failure to deal with hundreds of human rights violations after the Gulf war in 1991 was fanning fears that rights were being flouted with impunity in the country. Kuwait imposed martial law for four months after the Iraqi army was expelled. Amnesty said extrajudicial executions had occurred and at 70 people accused of collaborating with Iraq had disappeared.
