Libya, on the eve of a Security Council review of sanctions imposed in the Lockerbie dispute, attacked the United Nations but played down a US threat to stiffen the sanctions, Reuter reports from Tunis. 'Go to hell, you and your Chapter Seven (of the UN Charter),' the official newspaper al- Jamahiriya told the UN Secretary- General, Boutros Boutros-Ghali. The Security Council used Chapter Seven when it banned arms sales and air traffic to Tripoli.
