The Philippines' Justice Secretary, Franklin Drilon, yesterday rejected clemency for the killers of former senator Benigno Aquino, whose assassination in 1983 fuelled the revolt that ousted Ferdinand Marcos, Reuter reports from Manila. The 16 soldiers guilty of the murder had argued that it was a political act that should be covered by a government amnesty for rebels.
