Israeli army pledges to cut civilian deaths

The Israeli army has told the United Nations it is taking steps to reduce civilian casualties in future wars and will restrict the use of white phosphorous.

A 37-page Israeli report on Operation Cast Lead, its assault on Gaza in 2008 and 2009, was posted on the foreign ministry website and delivered to the UN secretary general Ban Ki-moon.

About 1,400 Palestinians, including hundreds of civilians, and 13 Israelis died in the offensive that was aimed at ending cross-border rocket fire from Palestinian militants.
