State-owned TV in Iraq and Al-Arabiya television gave even higher casualty figures, saying 60 were killed and as many as 150 wounded.
The attacker struck in Irbil, a Kurdish city 3more than 200 miles north of Baghdad. Pools of blood were on the street outside and several nearby buildings were damaged.
The attack came as many civilians were applying for Iraqi police jobs at the recruitment centre, said a US military spokesman, Capt. Mark Walter.
Police Capt. Othman Aziz said the attacker set off the explosion outside the building because of heavy security.
