Namibia's Finance Minister, Gert Hanekom, said it would not pay South Africa for assets acquired when the Walvis Bay enclave is handed over to it next month, Reuter reports from Windhoek.
South African democracy negotiators ruled last August that Pretoria should relinquish control of Walvis Bay, the only deep water port in Namibia.
