A new winter storm dumped snow and rain in southern and central France yesterday, causing power blackouts, blocking roads and forcing hundreds from their homes, AP reports from Paris. At least eight people have died in two weeks of flooding across France, hit by heavy rainfall that has also put portions of Belgium underwater.
