Fewer than expected of Hong Kong's managers, administrators and police officers have applied for British citizenship before the 1997 Chinese takeover, AFP reports from London. However, Charles Wardle, a junior Home Office minister ruled out a suggestion that the spare places should be offered instead to about 5,000 non- Chinese who faced becoming 'stateless' after the hand-over.
