Tamil refugees fleeing a Sri Lankan army assault were running out of food and water as relief shipments to the northern mainland remained stalled for the third week, aid workers and officials said.

The rebel Liberation Tigers of Tamil Eelam accused the army of seeking to starve the 200,000 refugees. Aid workers who visited Tiger-controlled areas from Vavuniya, 215km north-east of Colombo, said lorries allowed by the Tigers to carry food and medicine from the government side of the border had not been loaded.
