North Korea hurled defiance at the United Nations yesterday with a flat refusal to open nuclear sites to international inspection. But the United States warned it would not be deterred from seeking sanctions, Reuter reports from Vienna. France said it backed President Bill Clinton's determination to seek punitive UN action against Pyongyang.
