TOKYO - Japan's imperial palace called off a visit to western Japan yesterday by Empress Michiko. She remained unable to speak, three days after collapsing at her Tokyo residence. 'Although palace doctors believe the empress was fit enough to make the journey,' the palace said, 'we have decided that her condition should be watched for a while longer.' The palace said earlier that her speech impairment was a temporary condition caused by emotional shock. Reuter
