The Hong Kong government accepted a recommendation by an independent panel that the Governor, Chris Patten, should not pay income tax on his monthly salary of 178,000 Hong Kong dollars (pounds 15,300) AP reports from Hong Kong. The panel said his letter of appointment said his salary was tax-free, so it would be only 'fair and reasonable' that this remain so.
