A second international judge quit the troubled UN-backed Khmer Rouge war crimes tribunal yesterday, claiming Cambodia's government had blocked his efforts to investigate suspects.
Laurent Kasper-Ansermet, a Swiss reserve co-investigating judge, said he had been constantly undermined. Siegfried Blunk, a German, quit for similar reasons in October.
