Quebec City - Quebec's premier, Daniel Johnson, announced yesterday that a provincial election will be held on 12 September. Mr Johnson's Liberal Party is trailing badly in public opinion polls behind the opposition Parti Quebecois, which has vowed to make Quebec an independent country within a year. Reuter
