Phnom Penh - Cambodia's Khmer Rouge insurgents, outlawed by parliament last week, said yesterday they had set up a provisional government in the country's far north. A Khmer Rouge radio broadcast said the nominal leader of the Maoist-inspired rebels, Khieu Samphan, would be prime minister of the 'provisional government', based in Preah Vihear province. Reuter
