ROME (Reuter) - Last-minute objections by the Mozambican rebel leader Afonso Dhlakama delayed the signing yesterday of a peace agreement intended to end the country's 16-year civil war. As signing deadlines passed, diplomats pressed the Renamo leader to back an outline agreement and to prevent an Italian peace initiative from collapsing.
