With his economic programme facing its first serious obstacle, President Bill Clinton this weekend accused Republican senators of seeking to perpetuate political gridlock in Washington after they mounted a filibuster in Congress to block adoption of measures to create jobs and build roads and bridges, David Usborne reports from Washington.
