Russia and Estonia at loggerheads
MOSCOW - President Boris Yeltsin warned that Russia would keep troops in Estonia until it guaranteed rights for its Russian minority, as urgent talks in Helsinki failed to resolve the dispute. 'We will not allow Russians to suffer in Estonia,' Mr Yeltsin said.
Russia's Deputy Foreign Minister, Vitaly Churkin, said in Helsinki that two days of negotiations between Russian and Estonian officials to break the deadlock over the troop withdrawal had ended in failure. AFP
