GISENYI - Rwanda's Prime Minister said yesterday that government forces had virtually lost and advancing RPF rebels could seize the government's refuge of Gisenyi and another town at will, Reuter reports.
'We have lost the military battle but the war is by no means over because we have the people behind us,' the Prime Minister, Jean Kambanda, head of the self-declared Hutu government, said.
