DUBAI (Reuter) - Saudi Arabia's King Fahd yesterday took the first step in implementing political reforms promised six months ago by appointing the speaker for a proposed Shura (consultative) Council. Decrees issued by the King early yesterday appointed the Justice Minister, Mohammad bin Ibrahim bin Jubeir, as speaker of the 60- member council that would for the first time give Saudis outside the royal family a formal say in the running of the conservative oil state. The decrees were published by the official Saudi Press Agency.
