PORT-AU-PRINCE (Reuter) - The Haitian Senate gave final approval yesterday to a law allowing the exiled President, Jean- Bertrand Aristide, to grant an amnesty to leaders of the 1991 military coup that toppled him.
The measure must now be signed by President Aristide, who will then issue a decree with specific amnesty terms to pardon Lieutenant-General Raoul Cedras and other coup leaders for their crimes while running the country. The military leaders had demanded an amnesty before they would relinquish power. As Haiti's Senate debated, thousands of defiant Haitians took to the streets, calling on General Cedras to leave.
