GUATEMALA CITY (AP) - President Jorge Serrano said he was moving to restore democratic rule as swiftly as possible after imposing emergency rule and hoped the Organisation of American States would help. 'We are seeking accords with all sectors of society' on ending Guatemala's political crisis, President Serrano declared several hours before the OAS Secretary-General, Joao Baena Soares, and his delegation arrived in the capital.
