A Cambodian deputy prison director known as the 'Battambang Barbecuer' was arrested and charged with torture by the United Nations, Reuter reports from Phnom Penh.
Tem Seng, who was deputy director of Battambang jail, in Cambodia's north-west, allegedly lit fires under his victims. He admitted his guilt, a UN human rights official said.
