KIEV - Ukraine has reached preliminary agreement with Russia and the United States on receiving compensation for giving up Soviet-era nuclear weapons on its territory, the government said yesterday. The accord would mark an initial step towards removing a key obstacle to Ukraine's agreement to abandon nuclear arms altogether. Reuter
