UN chief wants Japan in Council

The UN Secretary-General, Boutros Boutros-Ghali, said yesterday he favoured giving Japan a permanent seat on the Security Council and that there was no legal obligation for a permanent member to take part in UN peace-keeping operations, Reuter reports from New York.
