NEW YORK - Two human rights groups yesterday charged the Clinton administration with a failed policy on Haiti that has led to a 'human rights disaster' and called on President Bill Clinton to change course. Human Rights Watch / Americas and the National Coalition for Haitian Refugees said the United States had made constant concessions to Haiti's military rulers. Reuter
