NEW YORK - Madeleine Albright, the US ambassador to the United Nations, announced yesterday she was seeking UN approval for a US-led force to use 'all necessary means' to restore democracy in Haiti. She said the US was drafting a resolution with a two-phase approach. The first would be a 'multinational force whose job it would be to secure a stable environment' and would include language providing for 'all necessary means'.
The second phase would be a smaller UN operation to preserve that secure environment and train the country's military and police. She hoped the resolution would be adopted by the end of next week Reuter
