Negotiators agreed yesterday on the financial arrangements for South Africa to turn over control of the strategic Walvis Bay port to Namibia, AP reports from Windhoek. The formal handover of the only deep-water port on the Namibian coast is scheduled for 28 February, and the agreement removes the final stumbling-block.
