The international debate over whaling resumes today with the opening of the week-long annual meeting of the International Whaling Commission (IWC) in Japan's ancient capital, Kyoto, writes Nicholas Schoon.

A large, noisy protest is expected but this year it will not be staged by whale lovers. The Japanese are playing on home ground and about 1,000 supporters of whaling are expected to demonstrate against the IWC's seven-year moratorium on commercial harpooning.
