World's year of carnage

The year 1992 was 'catastrophic' for human rights around the world, with carnage in Somalia and the former Yugoslavia, an alarming increase in refugees and evidence of torture in 110 countries, Amnesty International says in its annual report, AFP reports.

Amnesty accused governments of 'playing politics with people's lives' and reproached the international community for having 'cynically ignored' its obligations when it suited them.

The report says that 62 countries held prisoners of conscience and 110 governments allowed torture.
