Moscow - President Boris Yeltsin dissolved thousands of city councils throughout Russia yesterday in his most far-reaching action since crushing hardline opponents in parliament. But he stopped short of disbanding the larger regional councils, or soviets, and the legislatures of Russia's 21 republics. Mr Yeltsin limited the regional councils' right to pass budgets and urged republic officials to reform their own structures. AP
