Yeltsin moves towards mercy

President Boris Yeltsin, taking another step toward abolishing the death penalty in Russia, ordered the Russian foreign ministry yesterday to sign Article 6 of the Human Rights Convention, outlawing capital punishment. Mr Yeltsin ordered the justice ministry to work out measures to put this into practice, but set no timetable.
