Joe Bugner's wish to fight Scott Welch for the Commonwealth heavyweight title in March has been refused. The Commonwealth Council have not listed Bugner, 46 in March, among their contenders after watching a video of his comeback fight against Vince Cervi last September, which won him the Australian title. If Bugner does not fight for that title Frank Warren, negotiating the Welch-Bugner fight, will arrange a fight for Welch's World Council international belt. If Bugner is not cleared by the British Board of Control for that bout, Warren is prepared to move the fight to the Republic of Ireland.
