Jose Mourinho's side progressed to the last four following their 4-1 home victory over West Ham United on Wednesday night.
Hull manager Mike Phelan, who made 102 appearances for United and spent 14 years at Old Trafford working as part of Sir Alex Ferguson's backroom staff.
Southampton, meanwhile, secured a 2-0 away win at Arsenal to reach the last four of the competition for the first time since 1987.
Liverpool have fond memories of facing the Saints in the EFL Cup, having beaten them 6-1 at the quarter-final stage on the road to last season's final.
The ties will be played over two legs, in weeks commencing January 9 and January 23.
