Group 3: Czech Republic, Denmark, Bulgaria, Iceland, N. Ireland, Malta
Group 4: Sweden, Turkey, Slovakia, Macedonia, Azerbaijan, Moldova
Group 5: Norway, Ukraine, Poland, Wales, Armenia, Belarus
Group 6: Belgium, Scotland, Croatia, Latvia, San Marino
Group 7: Spain, Austria, Israel, Bosnia-Herzegovina, Liechtenstein

Group winners advance to the finals. Eight runners-up go into a playoff to determine four more qualifiers. Another runner-up meets an Asian team in the final playoff.
