Fifa's new ethics investigator has not ruled out looking at the 2018 and 2022 World Cup bidding process in his probe into corruption allegations.

American lawyer Michael J Garcia refused to give details but said nothing was off limits, potent-ially including president Sepp Blatter's knowledge of any bribery.
