Kezman, 25, will travel to London next week to finalise personal terms, have a medical and apply for a work permit.
Fulham may be in a strong position to win the race to sign Hasselbaink, who has still to settle his pay-off at Chelsea but is hoping for the bulk of his £3m contract in a golden handshake.
The striker's camp claims he has had an offer of around £50,000 a week from one club, and though Fulham could not match that, they could come up with a £2m-a-year package.
Also on his way out of Stamford Bridge is Eidur Gudjohnsen, a target for the Bolton Wanderers manager Sam Allardyce, who sold him to Chelsea in a £5m deal four seasons ago.
