BAD news for International Olympic Committee members hoping for a stream of freebies as they choose who will host the Games in 2000. The eight candidates (Berlin, Brasilia, Istanbul, Manchester, Milan, Peking, Sydney and Tashkent) have promised not to spray gifts around as in the past. The guidelines? 'We don't mind Swatch watches as an acceptable gift. A Rolex is not,' Paul Carrard, the IOC secretary-general, said.
