STEVE GREENBERG, the deputy commissioner for major league baseball, resigned yesterday, citing frustration with a job that became academic when the commissioner, Fay Vincent, was forced to resign last September. 'Sadly, I have come to the conclusion that the job that so stimulated me and at which I worked so hard for three years no longer exists,' he wrote in a letter to Bud Selig, the chairman of the ruling excutive council.
