THE break-up of the Soviet Union and other recent political changes have led to a tightening of the International Olympic Committee's rules on admission. To avoid being flooded with applications, the IOC plans to restrict new membership to sovereign, independent states. These criteria would only apply to new candidates for admission and existing members who do not meet the new rules, such as Hong Kong and Puerto Rico, will not be excluded.
