GILBERT SABINE, the director of the Paris-Dakar Rally since his son, Thierry, was killed in a desert helicopter crash, has retired. Sabine, 69, took over the reins after his son, the rally's founder, died during the 1986 event. A former journalist, Jean-Claude Fenouil, who has competed in 13 Paris-Dakar Rallies, will succeed him.
