OWNERS and players have been warned that unless they settle the strike that brought a premature end to the Major League season Congress will intercede. 'I think both sides have acted like spoiled children,' the Oklahoma Democrat Mike Synar said yesterday, while the New York Republican Hamilton Fish told the acting commissioner, Bud Selig, and the players' union leader, Don Fehr: 'It is not just your game, the game belongs to all Americans.'
