JACK McDOWELL, whose 22 victories led the American League and helped the Chicago White Sox reach the play-offs, won the AL Cy Young Award. He has won 73 games in the 1990s, more than any other major league pitcher. Greg Maddux, a 20- game winner for the Atlanta Braves, won the National League Cy Young for the second consecutive year. He had a major-league best 2.36 earned run average, and also led the majors with 267 innings pitched.
