THE Houston Astros, who finished the season a distant third in the National League West, yesterday fired their manager Art Howe and general manager Bill Wood. Howe, a former Astros player, had managed the team since 1989. Later the club named the former All-Star, Bob Watson, as general manager, the second black to hold the post in the major leagues.
