THE continuing refusal of the Canadian province of Ontario to drop its betting lottery on NBA games, a league condition for granting the franchise to Toronto, could cause the league to move its expansion franchise to Vancouver or revoke it entirely by next month, according to the league's deputy commissioner, Russ Granik.
