THE National Basketball Association Players Association, represented by both veteran players and some eligible for this week's draft, filed suit in Federal District Court on Monday against the NBA and its 27 teams claiming the salary cap, draft and the right of first refusal rules are illegal under antitrust laws. The suit is in response to one filed last week by the NBA for a declaration of rights, so that the terms and conditions of the collective bargaining agreement, which expired last Thursday, would remain in effect.
