Lord Mackay's study into the structure of the game in Scotland will be published on 16 July. The report is likely to form the basis of a raft of changes to the sport which should be implemented before the 2000-01 season. Lord Mackay and his panel conducted a series of interviews on a six-venue tour of Scotland before calling individuals to offer further evidence.
