Leading article: For Palestine, money is only a start

One hopes the contrast works, for, as in Africa, aid alone will not bring about peace and prosperity for the Palestinians. That will need both a united Palestine determined on peace and an Israel ready to see a vibrant and strong Palestine as its neighbour. At the moment, neither of these two conditions is obvious, let alone certain. Money is a start, as a measure, if nothing else, of the outside world's good intentions, but it will take more than that to see a solution in the Middle East.
