CABINET ministers must be relieved to discover that procrastination is not so much a "moral issue" as a "psychological problem" ("Don't delay if you want to stay healthy - and sane", 18 January). So it must surely be time to take out those famous secateurs that Margaret Thatcher left in the cupboard and start snipping away. What is to be first? Disability living allowance, state pension, maternity benefit...?
